Verra Issues First Credits Under VM0045 — ICVCM CCP Label Opens Forest Carbon to Small Owners
Verra has issued the inaugural carbon credits under its redesigned VM0045 Improved Forest Management methodology — the first to qualify for the ICVCM's Core Carbon Principles (CCP) label among forest methodologies. The update specifically reduces cost and complexity barriers for small-acreage forest owners, previously excluded from the voluntary carbon market.
What Changed with VM0045
Verra's VM0045 methodology covers Improved Forest Management (IFM) — projects that change timber harvesting practices to increase carbon stored in forests. The updated version, which generated the first CCP-labelled forest credits, introduces several structural improvements: more rigorous additionality testing, enhanced permanence risk assessment, and a streamlined crediting process that significantly reduces the upfront cost of project development.
The key market impact is accessibility. Small-acreage forest owners — those with fewer than a few thousand acres — were previously unable to participate in the VCM because the per-hectare cost of project development, third-party verification, and registry fees was prohibitive at small scale. The revised VM0045 introduces aggregation mechanisms and simplified monitoring protocols that make participation viable for this previously excluded segment.
The CCP Label: Why It Matters
The Integrity Council for the Voluntary Carbon Market (ICVCM) launched its Core Carbon Principles assessment in 2023 as the market's first independent quality benchmark. CCP approval signals that a methodology meets rigorous standards across ten dimensions: governance, tracking, additionality, permanence, quantification, sustainable development, human rights and land rights, and no net harm. Only methodologies assessed as meeting all ten thresholds receive the label.
For corporate buyers, the CCP label is rapidly becoming a de-facto procurement standard. Major buyers operating under Science Based Targets initiative (SBTi) frameworks and voluntary commitment programs are increasingly restricting purchases to CCP-labelled supply, both to reduce greenwashing risk and to meet their own internal quality thresholds. A CCP label does not guarantee premium pricing — but its absence is increasingly disqualifying.
VM0045's CCP approval is significant because forest carbon has historically been the most contested category in the VCM. High-profile investigations into additionality and permanence weaknesses in older forest methodologies triggered a market-wide credibility crisis in 2023–2024. The VM0045 redesign and its CCP label represent Verra's direct response: a methodology built to the new integrity standard from the ground up.
Context: VCS Version 5 and Gold Standard Paris Alignment
The VM0045 development is part of Verra's broader VCS Version 5 rollout, which becomes mandatory from 1 January 2027. VCS V5 introduces legally binding community consent contracts, mandatory financial transparency (full revenue disclosure to project-adjacent communities), and insurance-backed permanence risk management across all Verra-registered projects — a comprehensive integrity upgrade to the world's largest carbon standard.
Gold Standard is moving in parallel: from 2026, all new Gold Standard credits must demonstrate full Paris Agreement alignment, and the organisation has retired non-aligned methodologies. Together, Verra and Gold Standard account for the large majority of VCM supply — their simultaneous integrity upgrades are reshaping what "quality" means in voluntary carbon procurement.
