The CBAM authorized declarant deadline arrives on 31 March. EU ETS prices stabilize above €70 after a volatile Q1, and the ICVCM expands its CCP-approved methodology portfolio with five new biochar and improved forest management approvals — unlocking 750,000 high-integrity credits for 2026.

⚠ CBAM Authorized Declarant Deadline: Four Days to Register

The clock runs down on one of the most consequential compliance deadlines in EU climate policy. By 31 March 2026, every EU importer bringing in more than 50 tonnes of CBAM-covered goods — steel, aluminium, cement, electricity, hydrogen, and fertilisers — must have submitted an application for authorized declarant status in the CBAM Registry.

The stakes are structural. Without registration, importers lose the legal basis to bring covered goods into the EU. The Omnibus simplification package provides some relief: a new 50-tonne de minimis threshold exempts smaller importers, and the certificate purchase window has shifted to February 2027. But the financial obligation applies retroactively to every tonne imported from 1 January 2026.

For industrial suppliers outside the EU, the deadline marks a turning point. Accurate, verifiable embedded-emissions data is now a market-access requirement, not a voluntary disclosure. Digital MRV systems that can deliver product-level carbon intensity in real time become critical infrastructure for global supply chains feeding into the European market.

📈 EU ETS Stabilizes at €70.64 After Volatile Quarter

EU ETS allowance prices traded at €70.64 per tonne on 27 March, consolidating within a monthly range of €62.29 to €72.91. The recovery from Q1's 11-month low of €59.70 — triggered by Italy leading a 10-state push for ETS suspension — signals that the market's structural foundations remain intact despite political volatility.

Carbon Market Watch published analysis on 24 March demonstrating that political support for the EU ETS remains overwhelming across member states and EU institutions. The vocal minority pushing for suspension has gained media attention but lacks the institutional backing to alter the system's trajectory.

The Commission's ETS revision proposal, expected in July 2026, will lower free-allocation benchmarks and tighten the emissions cap. ABN AMRO projects an average 2026 price of €85/t, crossing into triple digits by 2027. For CBAM-covered imports, this means certificate costs will track progressively higher ETS auction clearing prices — making emissions data accuracy a direct cost driver.

🌱 ICVCM Approves Five Biochar and IFM Methodologies for CCP Label

The Integrity Council for the Voluntary Carbon Market expanded its high-integrity CCP label to five new methodologies: three for biochar carbon removal and two for improved forest management. The approved methodologies include Verra's VM0044 (biochar utilisation), VM0045 (IFM with dynamic matched baselines), Isometric's biochar production standard, CAR's U.S./Canada biochar protocol, and ACR's IFM methodology.

The market impact is immediate. Isometric alone reports 25 registered projects expecting 500,000 credit issuances in 2026. VM0044 adds a further 249,000 credits annually. Combined, these approvals create a pipeline of nearly 750,000 CCP-labelled credits — the largest single expansion of high-integrity removal supply since the ICVCM began assessments.

For biochar project developers, CCP eligibility transforms market positioning. Buyers paying premiums for verified removal credits now have a growing inventory of independently assessed, high-durability options. The approval also reinforces the convergence between voluntary market quality standards and the EU's Carbon Removal Certification Framework, which adopted its first permanent-removal methodologies (DACCS, BioCCS, biochar) in February 2026.

dMRV Connection: CCP-labelled credits require continuous, sensor-integrated monitoring that traditional periodic audits cannot deliver. Digital MRV platforms provide the automated verification infrastructure that biochar and IFM projects need to meet ICVCM's rigorous additionality and permanence requirements.
